Here is why "The Blackout" occured, according to a City Public Service (CPS) power plant engineer who was on duty at the time. A switch was NOT returned to the proper position after a testing procedure was completed at one the CPS power generation plants. That one switch, in the wrong position, caused the entire San Antonio power grid to fail. Also, according to the engineer, procedures are in place so the same event should not happen again.
